A resident of Hong Kong uses a Mainland Travel Permit for Hong Kong and Macao Residents (港澳居民来往内地通行证), not a Chinese visa from this list. A foreign passport follows the country that issued it.
Tibet treats Hong Kong and Macao residents under the Home Return Permit rather than the foreigner’s Tibet Travel Permit. That exception, and its limits, are on the before-you-go page.
